Blank Maps: Episode five- A voice from Utopia
 

The new country will be a model that shows people we can live a better life. It can be a solution to the suffering of refugees and stateless people 

البلد الجديدة هي مثال ، بتوري الناس إنه ممكن نعيش حياة أفضل ممكن تكون حل للمعاناة اللي بعانيها اللاجئين والناس اللي بدون جنسية

“We have life in our imaginations”. This is one of my favorite sayings, because i’m a pro in escaping reality. I spend most of my time in an imaginary world, even though I’m aware that it’s an unrealistic idea of a perfect world where poverty and war are absent and happiness, simplicity and safety are excessively present. 

Rarely do I have the courage to question the possibility of turning this idea into reality. I realize that such questioning is not only naive but rhetorical, especially with all the painful circumstances we are witnessing. But I also know that I am not the only who takes refuge in a parallel world when the realistic world disappoints me

Mohammad, Suzan and Vit, whom we will hear from today are determined to create an alternative reality that would get them closer to the utopia they dream of. How will they do that? By building new countries. 

I am Tala Elissa presenting to you  “Blank Map”, a podcast that tackles the problem of stateless people in the Arab world

Our episode today is different, we will hear stories from outside the region to try and understand how building new countries might help the stateless. We will also discuss the purpose and visions of these countries. Stay with us to hear a voice from Utopia. 

ولنا في الخيال حياة. مقولة بحبها كتير، لأني مُحترفة في الهروب من الواقع، وبقضي معظم وقتي في عالم افتراضي ولو كان مُجرد فكرة مثالية لعالم الكليشيهات الخالي من الحروب والفقر والمليئ بالسعادة والبساطة والأمان. 

مرات قليلة بتجرأ أسأل نفسي عن إمكانية تحول هالفكرة لحقيقة. بعرف انه تساؤل ساذج وحتى استنكاري ضمن الظروف الأليمة اللي عم نشهدها، بس بعرف كمان اني مش الوحيدة اللي بتقرب من عالمي الموازي كل ما العالم الواقعي بيخذلني.

محمد، سوزان،وفيت اللي رح نسمع قصصهم اليوم، مصممين على خلق واقع بديل  بقربهم من مدينتهم الفاضلة اللي بيحلموا فيها. كيف؟ عن طريق بناء دول جديدة. 

 

معكم تالا العيسى من برنامج "خرائط اللامكان" اللي بتناول قضية فاقدي الجنسية في العالم العربي. 

حلقتنا اليوم مختلفة ورح تمتد خارج حدود الوطن العربي. رح نحاول نفهم كيف بناء دول جديدة ممكن يساعد فاقدي الجنسية وبنفس الوقت رح اناقش أهداف وتطلعات هاي الدول. خليكم معنا لتسمعوا صوت من يوتيوبيا

Mohammad Alborno was born in Egypt and has lived there, but he is stateless. I met with Mohammad in Cairo to know more about why he was denied a citizenship, but more importantly to hear his solution to the problem

محمد البورنو انولد وعاش في مصر لكنه فاقد للجنسية. قابلت محمد في القاهرة لأعرف أكتر عن سبب حرمانه من الجنسية و الأهم من هيك أسمع حله لهالمشكلة

My father was born in Jaffa (Palestine). They had a house in Jaffa, they closed their door saying “God Willing” we will come back after the war is over. They left to Gaza and stayed there a couple of years but conditions weren’t very good. Around 1956 war broke out, Israel occupied Gaza and Sinai, and so they left to Egypt.

والدي تولد بيافا كان عندهم بيت في يافا وسكروا الباب وقالوا إن شاء الله لما تخلص الحرب بدهم يرجعوا ، راحوا ع غزة وقعدوا بغزة كم سنة وبعدها الأوضاع مكانتش كويسة، تقريباً سنة 56 حصل العدوان الثلاثي واسرائيل احتلت غزة وسينا فراحوا ع مصر

Mohammad’s father is a stateless Palestinian refugee who passed on his status to his four children. Mohammad’s mother is a Jordanian citizen but the Jordanian Nationality Law does not allow the Jordanian woman to pass on her citizenship to her children.

The number of Palestinian refugees in Egypt reaches to 70,000 people but since they aren’t enlisted in UNHCR or UNRWA, they are allowed to live in Egypt only if they issue a permit for study or work or other reasons. At many times they are dealt with as if they are foreigners. As for traveling, they carry a travel document specified for Palestinian refugees that requires them to limit their travel duration to six months or one year.  

Living in Egypt without a citizenship makes Mohammad feel like he is a stranger in the place where he grew up

اذن والد محمد لاجئ فلسطيني فاقد للجنسية ورّث صفته لأبنائه الأربعة ، أما والدته فهي مواطنة أردنية و لكن قانون الجنسية الأردني بيمنع المرأة من نقل جنسيتها لأبنائها . 

بيوصل عدد اللاجئين الفلسطينيين في مصر حوالي 70،000 شخص وهم غير مُدرجين تحت مظلة المفوضية السامية أو وكالة الغوث وعشان هيك بتعتمد إقامتهم الشرعية في الدولة على إصدار إقامة لسبب الدراسة أو العمل أو أسباب أخرى، وبتم مُعاملتهم في العديد من المجالات مُعاملة الأجانب.أما للتنقل بيحملوا وثيقة سفر للاجئيين الفلسطينيين بتشترط عدم الغياب عن مصر لمدة بتزيد عن ستة شهور أو سنة.

الإقامة في مصر من دون جنسية جعل محمد يُشعر بأنه شخص غريب عن البلد اللي اتربى فيها

It’s weird that I was raised here, grew up here, and I speak the Egyptian dialect but there is a piece of paper that tells me I am not Egyptian. It’s really very weird 

A few days ago someone asked me: are you Egyptian? I told him, what do you mean by Egyptian? What do you mean? He took out his ID card and told me: look the Arab Republic of Egypt. So the Egyptian is the person who holds an ID? I asked him. Really this is the question, what does Egyptian mean? What does Jordanian mean? Is it the person who is born in a place and is raised there for his whole life? Or is it the person who holds a paper that says he is Egyptian? Or is it the place that you would like to live in. What is it really?

Which conclusion did you reach? I did not reach to any conclusion, it’s an open question.

I also tell people, why do you force me to choose? Why? I want to be free, Egyptian with a little bit of Palestinian, a little bit of Canadian and a little bit of human. A little bit of Mexican maybe. Why do I have to choose? Why?

غريب انه  الواحد تربى هنا وكبر هنا وبيتكلم اللهجة المصرية بس معاكي حتت ورقة كدة بتقول انه انتِ مش مصرية فهو حاجة ، يعني حاجة غريبة جداً 

لسا من كم يوم واحد جالي قلي إنتَ مصري ، فأنا قلتله تقصد ايه يعني مصري؟ تقصد ايه؟ راح مطلعلي كده البطاقة بتاعته وقلي بص جمهورية مصر العربية ، قلتله يعني هو المصري اللي معاه بطاقة؟ فهو فعلاً هو السؤال يعني ، يعني ايه مصري؟ يعني ايه أردني؟ هل هو الشخص الذي يتولد في مكان ويتربى فيه طول حياته؟ والا هو الشخص اللي معاه الورقة اللي بتقول انه هو مصري والا هو المكان اللي انتَ بتحبه أكتر تعيش فيه والا .. والا ايه بالضبط؟

يعني انتَ وصلت لأي نتيجة من دول؟ فش يعني هو سؤال مفتوح أصلاً 

وأنا كمان بقول للناس ، بقول يعني ليه تخليني أختار؟  يعني ليه؟خليني حر كده ، مصري وفلسطيني وشوية كندي وشوية انسان ، ممكن مثلاً في شوية من المكسيك يعني ليه لازم أختار؟ ليه؟

Mohammad believes that the current form of citizenship that we started using ever since the creation of the nation state, might suit a lot of people, and might be the most practical solution for the current time. 

But what annoys him is the monopolization of this concept and the absence of alternatives especially that he considers himself a victim of the system that marginalized him

And since alternatives are not available, Mohammad decided to create an alternative for himself

بيعتقد محمد انه مفهوم الجنسية الحالي الي بلشنا نتّبعه من وقت ظهور الدول الحديثة بناسب كثير من الناس وممكن يكون أكتر حل عملي للوقت الحاضر 

ولكن اللي بزعجه احتكار هذا المفهوم وعدم وجود بدائل أخرى خاصة وانه بيعتبر نفسه ضحية للنظام الحالي اللي أقصاه من أي دولة

 

 وبما انو البدائل مش متوفرة قرر محمد انو يخلق البديل بنفسه

My solution is to create a new country

أوك فأنا بدي أعمل بلد جديدة كحل

And to do that Mohammad turned to filmmaking

وبهدف إيجاد أنسب شكل لدولته اتجه محمد لصناعة الأفلام 

The film will be about my story, about all the people who don’t have citizenship, about a person who is searching for all the different ways that can help him create his own country. At the end of the film, he will finally know how he wants to implement his dream.

I search for the best way a stateless person like me and like the ten million stateless people around the world, can live. The film tries to find a solution for those people 

الفيلم ، قصتي ، قصة واحد ما عنده جنسية في أي مكان في العالم ، بدور على حلم البلد الجديدة ، إنه يعمل بلد جديدة وبشوف السُبل المختلفة لعمل البلد الجديدة وفي آخر الفيلم بلاقي كيف بده يعملها

بشوف أفضل طريقة انه أنا كواحد ما عندي جنسية أقدر أعيش، مش بس أنا في 10 مليون شخص حول العالم ما عندهم جنسية فالفيلم بحاول يلاقيلهم حل لكل هاي الناس

So far Mohammad still did not reach to a perfect model for his country but his main concern is to establish a country without provoking conflict with governments. It sounds crazy or too romantic to be true but it is possible to establish new countries without trespassing into any other country. This can be done through lands and spaces around the world that do not follow any authorization, such as international waters, or conflict zones between two neighboring countries. 

Mohammad is not the only person who has ever thought about creating a new country. There are several people before him who have tried to establish their own countries or cities, these countries are usually referred to as micronations. Although micronations claim their independence, their existence remains unofficial to most other countries. Micronations are usually not taken seriously and are considered experimental attempts or platforms to express a political and ideological stance. 

My questions to Mohammad were many, but the question that remained stuck in my head ever since I got to know about his project is: why didn’t he try to fix reality instead of have to reproduce an alternative reality?

ومحمد لسا ما وصل للنموذج المثالي لدولته و لكن همه الأساسي أنو يأسس دولته من دون ما يخلق مشاكل مع الحكومات. يبدو حلم رومنسي أو نوع من الجنون ولكن يمكن تأسيس دول جديدة من دون التعدي على أي دولة أخرى بفضل المناطق والأراضي حول العالم اللي ما بتخضع لأي سلطة متل المياه الدولية أو مناطق النزاع ما بين دولتين مُجاورتين

 

محمد مش الوحيد اللي بفكر بتأسيس دولة جديدة، في أشخاص قبله حاولوا يأسسوا دول أو مدن جديدة  وعادة يُطلق عليها مُسمى الmicronations أو الدول المِجهرية. والمميز بالدولة المجهرية انها تدعي استقلاليتها ولكن بالواقع وجودها غير مُتعارف عليه بشكل رسمي. بشكل عام لا تؤخد هذه الدول على محمل الجد و غالبا ما يتم تحجيمها إلى تجارب فردية أو وسائل لإبداء مواقف سياسية أو ايدولوجية 

أسئلتي لمحمد كانت كتيرة. ولكن السؤال اللي ضل عالق بذهني من أول ما عرفت عن مشروعه :هو ليش ما حاول يصلح الواقع بدل ما يعيد انتاج واقع مُختلف؟

There is a beauty and sanctity in new beginnings. To think anew without the restrictions of the currently existing systems. It gives us the freedom to try, it’s about the freedom to experiment

هو في جمال وقدسية للبدايات الجديدة انو ، انه احنا بنفكر من أول وجديد بدون تقييد ، بدون تقييد بالأنظمة الموجودة وبتيدينا يعني بتدينا هيك الحرية انه احنا نجرب ، حرية التجربة 

Mohammad and his friends fundraised a big part of the production money through a crowdfunding campaign in which 162 people donated $25,000. In his film, which is not out yet, Mohammad presents different models to new countries that are being established around the world. He meets with the founders, and interviews regular people about the ideas they might have for his new country

حصل محمد وزملائة على جزء كبير من التمويل لإنتاج الفيلم عن طريق التمويل الجماعي على الانترنت بحيث ساهم 162 شخص في تجميع ما يقارب 25 ألف دولار. في الفيلم اللي لسا ما صدر، بقدم محمد نماذج لدول جديدة عم تتأسس حول العالم وبقابل أصحابها وبيسأل الناس العاديين عن تصورهم لدول جديدة 

The most important part of the film was asking the people what they would like to see in a new country. Their eyes would glow up, they would start dreaming: I want to see kindness, I want to see a network of slides connecting people to each other, I want to be an astronaut in the new country. Some people joke about it, others are more serious, but the point is that they started having the freedom to say what they would like to see, as if this new imaginary country would grant them a freedom better than that given to them by reality.

كان أهم إشي في الفيلم هو لما كان بيسأل الناس ، إيش بتحبوا تشوفوا في البلد الجديدة فبدأت الناس عيونها هيك تنور كل الناس بدأت تحلم ، بدي أشوف طيبة ، بدي أشوف شبكة من الزحاليق بتوصل بين الناس بدي أكون رائد فضاء في البلد الجديدة ، هيك .. في ناس بتهزر ، ناس بتحكي بجد بس الفكرة انه الناس بقى عندها حرية انه هي تحكي ايش بدها تشوف وكأنه الناس شايفيين الحرية بياخدوها فهذي البلد الافتراضية أكتر يمكن من الواقع اللي هم عايشين فيه

From here we move to Susanne Tarkowski Tempelhof, who like Mohammad thinks that we need to find an alternative system that would allow citizens to choose the countries that suit them instead of leaving it up to the countries to choose their citizens. But the difference between Mohammad and Susanne is that Susanne has already reached to a model that could end up being used to make both of their dreams come true: Bitnation, the virtual nation

But what is a virtual nation? Thank God for Google. 

Bitnation is a virtual nation that was established in 2014. The nation offers virtual legal services by issuing marriage contracts and birth certificates, documenting them and storing them on the blockchain. And the blockchain is the safest storage method online. The nation also offers other services including insurance, cyber security and even the issuance of an ID card.

Just like you, I thought that Susanne is an unstable person who needs to be reconnected to reality, and I decided not to present the details of her project because it’s virtual, unimportant and provocative with its over simplification. But my curiosity took over!

ومن هون مننتقل ل suzanne tarkowski templehofاللي متل محمد بتعتقد انو لا بد من إيجاد بديل بتيح الفرصة للمواطنين انو يختاروا الدولة أو الدول اللي بتناسبهم، بدل ما نترك الدولة هي اللي تختار مواطنيها. بس الفرق بين محمد وسوزان هو انو سوزان وصلت لنموذج قد يكون إحدى الوسائل لتحقيق هدفهم هم الاتنين. طب شو يعني دولة رقمية؟ الله يخليك يا غوغل.  

بيت نيشين عبارةٌ عن دولةٍ رقميةٍ تأسست عام 2014 ، توفرُ الدولةُ خدماتٍ قانونيةٍ مثلَ إصدارِ الوثائقِ كعقودِ الزواجِ وشهاداتِ الميلاد، وتوثيقِها ومن ثم تخزينِها على البلوكتشين: والبلوكتشين هي التقنيةُ الأكثرُ أماناً على الإنترنت. توفرُ الدولةُ خدماتٍ أخرى مثلَ التأمينِ والأمنِ الرقميِّ وحتى  إصدارِ بطاقةِ هوية. 

متلكم اعتبرت سوزان انسانة غير مُتزنة وبحاجة لعناية حثيثة لإعادة ارتباطها بالواقع،وقررت انو ما في داعي أعرض تفاصيل مشروعها لأنه وهمي،  مش مهم، ومُستفز بتبسيطه للأمور... ولكن الفضول سيطر علي 

Susanne was born in Sweden to a French mother and a Polish father who was stateless for ten years before seeking asylum in Sweden and attaining the Swedish citizenship

  انولدت Suzane  بالسويد لأم فرنسية ولاجئ بولندي عاش بالسويد كطالب لجوء وبالتالي كان فاقد للجنسية لمدة عشر سنين لغاية ما حصل على الجنسية السويدية

I never really felt that Sweden was my nation, nor any other nation really. And I didn't really feel like France, where my mother comes from, was my nation either. Why does the place where you are randomly born have to define how you live? That's a geographic apartheid in my opinion.

We should be able to live under whatever governance model you like, based on your own preference, not based on, the color of your skin or your sexuality, or religion, or ethnicity or where you were born. So I started to think about it. But it seemed kind of utopian. Obviously, it is utopian.

ما عمري شعرت بالانتماء للسويد  أو لأي دولة أخرى. ولا حتى شعرت انو فرنسا بلدي لمجرد انو والدتي فرنسية. ليش لازم انخلي المكان اللي مننولد فيه خارج عن إرادتنا يحدد مجرى حياتنا؟ بنظري الشكل الحالي للدول الحديثة عبارة عن ابارتايد  أو فصل عنصري .

 المفروض انو نقدر نعيش في الدول بناء على قناعاتنا مش بناء على الدين أو العرق أو لون البشرة. ابتديت أفكر باحتمالية الوصول لهذا الحلم ولكن طبعا كان حلم يوتوبي.

Susanne decided that the best way to change reality was through working with already existing institutions, and so she started working for the Swedish government in many countries including Afghanistan, Egypt and Libya

قررت سوزان انو أنسب طريقة لتغيير الواقع كان عبر العمل من داخل المؤسسات الفائمة فاشتغلت مع حكومة السويد في عدة بلدان من ضمنها أفغانستان، مصر وليبيا 

I kind of saw it up close, how you create nations and how you destroy nations. And what really baffled me was when I was in Libya during the early days of the revolution in Benghazi, there was no government, you know? It was actually good self  governance, there were so many volunteers picking up trash from the street and people managed to keep security and traffic policing. 

But the more, the national council became a government, the more chaos started erupting between different groups trying to grab power and have more influence in the council. So, it was really clear that anarchy works and governance doesn't, centralized form of government doesn't. 

خلال عملي قدرت أراقب النظام من الداخل، شفت كيف الدول بتتأسس وبتنهار.  لما كنت في ليبيا أوائل الثورة كانت الحكومة شبه غائبة وبالتالي بدأوا الناس يشعروا بالمسؤولية ويمارسوا نوع من الحكم الذاتي، وظهر العديد من المتطوعين اللي بادروا بتجميع القمامة والحراسة وتنظيم المرور. 

ولكن مع تزايد نفوذ المجلس الوطني زادت الفوضى و احتدت المشاكل بين المجموعات المختلفة اللي صارت تتقاتل للحصول على أكبر حصة من المجلس. من وقتها تأكدت إنو الأناركية فعالة أكتر من الحكم المركزي. 

 

Susanne’s idea eventually led to the creation of Pangea, a digital program that is based on three main pillars: competition, decentralization and freedom. 

Pangea is a digital platform that offers its users tools and technologies needed to start their own virtual nations. This means that anyone can start their own country. Bitnation is only one of the countries that will be present on Pangea when the program officially launches next year 

تبلورت فكرة سوزان وأخذت شكل برنامج رقمي اسمه بانجيا قائم على 3 عناصر أساسية: المنافسة، اللامركزية والحرية. 

بانجيا عبارة عن منصة إلكترونية بتوفر للمستخدمين التقنية والأدوات اللازمة لتأسيس دول رقمية. يعني ممكن لأي شخص يأسس دولة. بيتنيشين إحدى الدول اللي رح تكون موجودة على بانجيا لما يتم إطلاق البرنامج بشكل رسمي السنة الجاي

To create your country on Pangea you first have to choose the type of law you want to use, it can be common law or civil law, Sharia law, or you can even create your own law. Then you have to choose the decision-making mechanism. You know, democracy, theocracy, whichever you want. And also, an economic model, you can choose socialism, capitalism, communism, whichever you want.

عشان تأسسي  دولتِك على بانجيا لازم تقومي أولا باختيار نوع القانون اللي بدك تتبعي في الدولة اذا بدك قانون مدني أو قانون الشريعة أو حتى بتقدري تخترعي قانونك الخاص. وبعدين بتختاري نوع الحكم الإداري اللي بناسبك: ديموقراطي، دكتاتوري، ملكي، إلى آخره.. وأخيرا بتختاري النموذج الاقتصادي : بدك دولتك تكون شيوعية، رأسمالية أو شو ما بدك

As for the service sector, each country can either offer its citizens digital services or physical services on ground through affiliating with physical institutions that already exist. This means that the country can be both electronic and physical at the same time. And the citizens? They are free to choose whichever country they like and they can even join more than one country. 

اما نسبة لقطاع الخدمات بتقوم كل دولة إما بتوفير خدمات رقمية للمواطنين أو خدمات ملموسة عن طريق التعاقد مع مؤسسات فعلية متواجدة على الأرض وبالتالي ممكن تكون الدولة إلكترونية وفعلية بنفس الوقت. والمواطن؟ حر يختار الدولة اللي بدو أياها وممكن يتبع أكتر من دولة.

I mean if you think about it many services are really quite digital nowadays but for the services that cannot be digital such as hospitals, you can choose to work with local subcontractors. So for example, you can work with a hospital in a specific local area. 

For example Bitnation partnered with an educational organization called exosphere. Through this partnership all citizens of Bitnation get a discount if they choose to study at exosphere.

في وقتنا الحالي من الممكن توفير كتير من الخدمات أونلاين، حتى التعليم. أما الخدمات اللي صعب رقمنتها متل العلاج الطبي فممكن الدولة الرقمية تتعاقد مع مؤسسات فعلية، بهاي الحالة مُستشفيات لتوفير الخدمة لمواطنيها.

على سبيل المثال تعاقدت بيت نيشين كدولة رقمية مع مؤسسة exosphere التعليمية بحيث يتم منح خصم خاص لمواطني بيت نيشين اللي حابين يتلقوا التعليم من المؤسسة. 

Susanne believes that this is the best way to eradicate the currently existing monopolization that has forced millions of people existing in a common geographic area, to live under only one kind of governance. She considers that allowing countries to compete in an open marketplace, would offer opportunities for all kinds of governance, which in turn would grant personal freedom and limit the laziness of governments. 

Through Pangea I can become a citizen of Estonia, for example, without having to immigrate, or learn the language. In fact, Estonia is the first country to issue a digital residency that offers any person anywhere in the world to apply for it in order to register companies overseas or use the country’s financial services. Regardless of Estonia’s intention or the dangers of such a service, issuing an official digital permit is proof of the changing nature of nations and the incorporation of technology in their existence 

بتعتبر سوزان انه هاي الطريقة الأنسب لالغاء الاحتكار الموجود في النظام الحالي اللي بيفرض على الملايين من الأشخاص المتواجدين ضمن مساحة جغرافية وحدة نوع واحد فقط من الحكم. نسبة لسوزان منافسة الدول في ما يشبه السوق المفتوح بوفر سماحات متعددة تتسع لجميع أنواع الحكم والبتالي بتضمن الحرية الفردية وبتحد من تقاعس المؤسسات الحكومية. 

إذن عن طريق بانجيا ممكن أصير مواطنة باستونيا على سبيل المثال من دون عناء الهجرة، والغربة أو تعلم اللغة .وبالفعل استونيا  أول دولة بدأت بإصدار إقامة رقمية بتيح الفرصة لأي شخص في العالم انه يقدم عليها لاستخدام خدمات الدولة المصرفية وخدمة تسجيل الشركات عن بعد. بغض النظر عن نوايا الدولة أو سلبيات الخدمة، توفير إقامة رقمية رسمية بهذا الشكل دليل على تغير مفهوم الدول وتدخل التكنولوجيا في تكوينها. 

بالطبع بيت نيشين غير مُعترف فيها دوليا إلا من قبل استونيا، ولكن بتعتقد سوزان انه الشرعية غير مهمة في عالمنا الإلكتروني طالما المرسل و المتلقي متفقين على البنود الأساسية

I don't think it's particularly important whether countries acknowledge my idea or not. It’s like Bitcoin for instance, it doesn't really matter if Bitcoin is legal or illegal.

اعتراف الدول لا يعنيني، وما بعتقيد أنو مهم. فعلى سبيل المثال بالرغم من انه البيت كوين ، العملة الرقمية اللامركزية، غير معترف فيها دوليا ولكنها ناجحة وإلها أتباع كتيرة

Susanne is not trying to create one country, instead she is creating a whole system that affords to include many countries. 

As for the last person we are going to hear from today, Vit Jedlicka, his ambitions are a bit more humble and closer to our reality. He aims to add one additional country to our world map. 

In 13th of April 2015, Vit placed a flag on the land between Serbia and Croatia and announced the establishment of The Republic of Liberland and appointed himself as president. 

اذن سوزان ما عم بتحاول تأسس دولة وحدة فقط ولكنها عم بتأسس نظام متكامل بيشمل دول عديدة،

أما فيت جيدليكا،  آخر شخص رح نسمع قصته اليوم، فطموحه متواضعة وأقرب لواقعنا. هدفه إضافة دولة وحدة فعلية على خريطة العالم.

It was kind of easy, we just looked for a list of territories that were no man’s land. And this land was simply the best shot. It was apparent that it was a great choice because it was in Europe. And it was on the Danube river

الموضوع سهل، بلشنا نبحث عن الأراضي الغير خاضعة لأي سلطة وكانت أنسب أرض هي اللي لقيناها بأوروبا والواقعة على نهر الدانوب.

The land on which Vit aspires to create his country on is a conflict zone and so it does not belong to neither Serbia or Croatia or any other country. Although Croatia does not claim ownership of the land, it is currently restricting entry, but Vit believes that it is only a matter of time until Croatia permits entry again, and so he is still working on his project. 

Vit does not reject all systems currently existing, but he is trying to combine the best characteristics from different models in one coherent system. In general, he aspires to create a country that does not interfere in the economy and in which paying taxes is voluntary 

الأرض اللي بيطمح فيت انو يأسس دولته عليها، متنازع عليها من قبل كرواتيا و صربيا و بالتالي غير خاضعة لأي سلطة. وبالرغم من انه كرواتيا لا تدعي امتلاك الأرض الا انها حاليا عم بتمنع دخول أي شخص عليها، ولكن فيت بيعتبر انها مسألة وقت لحد ما تنحل المشاكل مع كرواتيا، وبالتالي ما زال قائم على التخطيط للمشروع. 

فيت مش رافض كل صفات الأنظمة الموجودة حاليا و لكنه عم بحاول ينتقي صفات موجودة في أنظمة مُختلفة ويجمعها ضمن نظام واحد مُتكامل. بشكل عام احدى أهداف فيت الأساسية انه يخلق دولة ما بتتحكم بالاقتصاد،ودفع الضرائب فيها اختياري.

So we're not trying to come up with something completely different. We will be having a republican system, similar to the one the founding fathers of the United States had, added to it some elements from Swiss democracy.

We plan to limit the role of government as much as possible, so that it only has three responsibilities: ensure justice, security and diplomacy, and nothing apart from that.

مش عم منحاول نخلق اشي مُختلف تماما عن الموجود. بشكل عام رح يكون شكل الحكم في ليبرلاند ديموقراطي قريب على حكم الولايات المتحدة ولكن رح انضيف بعض العناصر من الديموقراطية السويسرية. 

أما دور الحكومة فرح يكون محدود جدا ومحصور ضمن 3 مسؤوليات: إدارة الأمن، والقضاء، والدبلوماسية فقط لا غير.

In order to get the citizenship of Liberland I, as an applicant, will have to respect other people, respect private property and contribute to the development of Liberland either financially or through providing professional services. For example, the citizenship has been given to lawyers, engineers and designers who have contributed to the idea. And of course, I will also have to live up to the country’s motto “Live and let live”. 

Since paying taxes is voluntary, there needs to be an alternative way that would motivate people to contribute to the country 

للحصول على الجنسية الليبرلندية يجب عليي كطالبة تجنس احترام الآخر واحترام الممتلكات الخاصة والمساهمة في تطوير ليبرلاند إما ماليّاً أوعن طريق تقديم خدمات مهنية وطبعاً تطبيق شعار الدولة "عيش وخلي الآخرين يعيشوا".  فلقد تم منح الجنسية لمحاميين، مهندسين ومصممين ساهموا في تنمية الفكرة. وبما انه دفع الضرائب رح يكون اختياري، لا بد من تقديم بديل بشجع الناس على المساهمة للدولة 

I believe that if people want to be part of the decision making, they basically have to earn it. To encourage people’s participation, we built a merit based system in which citizens can collect points and eventually assess their contribution to the country through checking their online accounts

بآمن انه إذا الناس بيختاروا يكونوا جزء من نظام معين فلازم يثبتوا استحقاقهم للتمتع بميزات هذا النظام. وبهدف تحفيزهم للمساهمة قمنا ببناء نظام جمع النقاط اللي بيقدر المواطنين من خلاله تقييم نسبة مساهمتهم للدولة على حساباتهم الإلكترونية.

If a child is born in Liberland, s/he does get a citizenship but an incomplete one, without any rights to vote because one needs to earn their rights through contribution to the state. But this might be problematic since there are many people who are unable to contribute to their society such as those who are ill. 

Applying for citizenship is currently taking place on the country’s website. So far 400 people have been approved out of 450,000. Egyptians alone make up 90,000, the highest percentage of applicants according to Vit. 

In order to understand the point of view of the Arab applicants, I opened the forum page on the website and started reading the comments

Whoever is planning to move to Liberland needs to know that it’s not about a trip, it’s about a new life, it’s about construction, it’s about opportunities

اذا انولد طفل على أرض ليبرلاند بيحصل على الجنسية ولكنها بكون بنقصها بعض الحقوق مثل التصويت لأنه  استحقاق الحقوق كاملة بيعتمد على مساهمة الفرد للدولة. وطبعا هذا المعيار إشكالي إلى حد ما لأنه في كتير أشخاص ممكن يكونوا عاجزين عن المساهمة كالمرضى مثلا. 

حاليا التقديم للجنسية عم بتم عبر الصفحة الإلكترونية للدولة،وتم قبول 400 شخص من بين 450 ألف. والمصريين بشكلوا النسبة الأكبر من المقدمين بيوصل عددهم حوالي 90 ألف بحسب فيت.

Mohammad, Susanne and Vit might be unrealistic and their projects might be no more than thoughts or dreams. All of this is not important. What’s important is that they dared to imagine a better world. 

Will we be able to reach Utopia?

If we return to the origin of the word “utopia” we will find that it literally means “no-place” which proves that we can never reach it. But language is constantly changing. Does this mean that we will reach utopia or a better world? The question is an open one. It might be a childish question, or a naive one but it is not rhetorical.
